 @celloexpressions, I agree that it would be confusing to users if we add
 this as a global option, and the logo settings disappear when switching to
 a theme that does not support it, while the logo may continue to be shown
 in global context elsewhere.

 Additionally, since themes can set different sizes for these logos, if we
 go with a global option, would it be setting up users for a bad experience
 since the size isn't regenerated when they change themes? This likely
 isn't a problem for Jetpack due to Photon, but is an issue for core,
 unless I'm missing something here.

 Due to these reasons, currently leaning towards a theme mod for 4.5, which
 would avoid these issues, but not prevent moving to a global option in the
 future if desired.
