 Yes, we should find a better way to make the "Display Site Title and
 Tagline" option available for themes that don't support custom headers but
 do support logos. The current way is rather hacky.

 I'm also inclined to say that `WP_Site_Logo:: header_text_classes()`
 should probably be its own function and hooked to `wp_head` through a
 default action. I just wasn't sure where to best put it.
