I would steer away from the dropdown mockup. They seem too hidden there
and a tad complex. Why not just have an inactive widgets section someone
could move widgets to and from? (yes, I know "inactive" isn't entirely
accurate, but it works well in this situation)
There are already methods in place to move widgets from section to section
(though a tad hidden). We would just have to work on exposing those in a
friendlier fashion.
Another idea similar to @todd-inmotion's:
* User clicks +Add a widget
* inactive widgets show up first in the list with the option to delete
them right there (to get them out of the way if they accumulate). They
could also show up last.
