If I had to guess, I would say for many users. Site icons are full of
restrictions. They are usually designed in a square canvas and have to
look good in small dimensions. Logos are free from these restrictions.
I wouldn’t be surprised if most sites featuring both a logo and a favicon
had a different design for each of them.
I think for many users a Logo feature would be even more useful than the
Site Icon. I’m not completely sure about it, but I think many, if not
most, people would consider a logo on their page more important than a
favicon.
The questions you make could also be made swapping the Logo and the Site
Icon features (i.e., if the core already had a Logo feature and we were
discussing the inclusion of Site Icon). That’s why I think it makes sense
to have both of them (or even none of them). Both are equally important
for me. I’d even give the edge to the logo, but that’s just me...
