 Your first ticket and my first patch!

 I wasn't able to duplicate the issue in my wp-admin- "position: absolute"
 had the footer staying at the bottom from me. But also changed it to
 "position: relative" just to see if it made any difference and that also
 seemed to keep the footer at the bottom of the page. So since it was an
 easy fix, submitting a patch with "position: relative" in case this is an
 issue others are having and someone wants to incorporate it.
