 Right. The changes to the data model don't necessarily mean the UI needs
 to be changed. At the very least the code could be simplified to just
 associate a different widget group with a newly-switched theme's sidebar.
 Instead of there being multiple “Inactive Widgets” sidebars appearing, the
 actual widget group name could be used there instead. If there is no UI to
 actually create widget groups, then these widget groups could just be
 named according to the sidebars they were originally created for.
