 The last patch (13743.6) use the new technical approach proposed in
 https://core.trac.wordpress.org/ticket/13743#comment:28

 I like this approach which avoid displaying a new option in the network
 settings.

 Here some screenshots, btw, prehaps it needs some UX/UI feedback since the
 indicator and wording are not really clear.
