 If this were a theme issue, then the permalink at the top of the page when
 editing a comment would not be affected, since the dashboard isn't
 affected by themes.

 I just switched to the Twenty Seventeen theme temporarily and confirmed
 that the permalink on the comment editing page is still wrong.
