 Bug tickets are mainly to report about issues that are more or less
 clearly isolated to a certain part of the system. It's time to write a bug
 report when you're able to show that under certain circumstances (that you
 can demonstrate several times) the system will behave in a way one would
 not expect.

 The problem you have here may have been caused by several things: problems
 with the hosting, issues with some plugin or something else (possibly even
 due to some bug in WP 4.7!)

 I'd suggest you first try to find some support in the forums over at
 https://wordpress.org/support/
