 My client was on WP v.4.6.1 when I discovered the image upload issue. I
 only just came onto the project so I cannot verify when the issue began as
 they hadn't used the image upload for a long time before that but it was
 likely a v4.5.x.

 I was getting the generic HTTP error on upload of even the smallest of
 files (sub-100k) and the successful uploading of any images at all was
 inconsistent and very unreliable. The only way I was able to resolve the
 issue was to default to the GD library. Now it works as normal.
