 Hi @oxfordian3  and welcome to Trac

 Do you experience the same scenario when `define('UPLOADS', 'files');` is
 placed before `require_once(ABSPATH . 'wp-settings.php');`? Defining it
 after isn't supposed to be supported (AFAIK).
