@lukecavanagh I think he knows that. What @shireling is saying is that
there is no indication that there are other widget areas in use on the
site. When zero widget areas are used in the preview, then there is a
notification. But if there is only one widget are used in the preview, but
there are others registered, then he is suggesting there should be an
indication that others are available by navigating to other parts of the
site.
At the very least, the message that now appears when no sidebars are
displayed could be adapted and put into the help text for the panel.
