 Load: Re-add `class-wp-upgrader-skins.php`, `class-feed.php`,
 `locale.php`, and `session.php`.

 Several files were removed during 4.7 that can be loaded externally, so we
 need to keep them, though their use is now deprecated.

 Merges [39449], [39450], [39453], [39455], and [39456] to the 4.7 branch.
 Fixes #39027.
