 Widget styling needs to be updated to match the newer menus UI, where
 contrast decisions were carefully considered around the principles
 established in #31336 (primarily using white backgrounds for interaction
 elements). This is largely independent of #29158 at this point, although
 I'm going to cover the available widgets panel in that patch.
