 The border-consistency changes are primarily top and bottom gray borders
 on sections, the customize actions heading, etc. although I'll need to go
 back and look at exactly which pieces we still need when we do the next
 patch. They shouldn't impact much visually.

 It might not be the end of the world to have a highlight border on
 autofocused back borders, but it could also be a bit problematic. I think
 there should typically be a visible focus indicator at all times though,
 with the exception of the initial page load?
