Comment:

 Updating the ticket summary to better reflect the problem, which most
 commonly manifests when setting up a new site and wanting to put certain
 things in your menu that pages don't yet exist for, forcing you to leave
 the customizer (and possibly abandon changes) to create pages that you may
 not yet be ready to think about content for, and then go back to managing
 the nav menu.

 Let's prioritize this for 4.7. The scope of the solution here is to be
 able to add page stubs (title, no content) when managing nav menus in the
 customizer, much like categories can be added while editing a post.
