 Not sure I agree here. 🙂  I don't want that we're going to fix anything
 until it's 100% clear that PHP will ship the current changes, see #37295
 for more. If they do, < 4.7 wouldn't be compatible with 7.1 so we don't
 have to add it to the test matrix.
