 The thing is that WP Core actually does not really use any super admin
 functionality. There's only a network administrator in a regular
 Multisite. While that network administrator is technically a super admin
 as well, I think the super admin should exclusively denote the next higher
 level in the hierarchy (which only becomes valid in a Multinetwork).
