 Just wanted to clarify what the spec says (https://www.w3.org/TR/css-
 content-3/#accessibility) is that something is probably going to change in
 the next future and CSS generated content, including dashicons, will be
 probably announced as content by assistive technologies. We should monitor
 this as a general issue for all the CSS generated content used in
 WordPress
