 Roles are not exactly self-explaining "What's the difference between a
 contributor and an author?" is probably a confusing question for new
 users.

 We have help text to describe what roles are in the Help dropdown on the
 Add New User page, but it's rather out of the way.

 I'd like to suggest moving this help text closer to its context, in the
 form of a tooltip next to the Role dropdown in the Add New User form.
