 Serious +1 to this.

 I'd also like to suggest that the menu and the permissions for pages be
 decoupled because the logic is incredibly hard to follow and hard-to-
 follow permissions code makes for custom code that often has easily
 bypassed permissions.

 And, decoupling would not stop us from having a helper function that both
 added mentions AND set permissions but having the internal logic decouple
 would mean we could better understand the logic and actually deal with
 concerns separately when we need to.
