Comment:

 `Cannot read property 'refreshContentEditable' of undefined` is a
 different error than the one reported in #36545. Could be that the
 tinymce.min.js file got corrupted during the update somehow.

 Can you try uploading a fresh tinymce.min.js file from the
 [https://wordpress.org/wordpress-4.5.1.zip 4.5.1 zip package], then clear
 caches again.
