 I have tried both solutions mentioned above (editing the .htaccess file
 and the functions.php file) and neither solution appears to be working for
 me. I've tried the other requisite steps as well including different
 themes, deactivating all plugins and using super small photos.

 For the record, I'm running php version 5.3.
