 I have recently created a plugin which has a similar functionality as this
 feature. The plugin is [https://wordpress.org/plugins/wp-user-timezone/ WP
 User Timezone].

 To completely implement this feature, we can create a new plugin which
 provides the timezone selection somewhere in the user profile. The
 timezone thus selected can be applied to the '''WP User Timezone''' plugin
 using its '''wp_user_timezone_id''' filter.

 The '''wp_user_timezone_id''' filter can also be used to apply any
 timezone id to the front-end interface.
