 Thanks for the ticket, @webliberty!

 Smilies are being deprecated in favour of emoji, as the Unicode standard
 is updated to include our smilies - as of Unicode 8, (released earlier
 this year), the only one left is `:mrgreen:` - sadly, I don't think that
 one will ever make it into the Unicode standard.

 The option to disable smilies was intentionally hidden in [32454], see
 #32298.

 The smiley handling code will continue to function in WordPress for
 backwards compatibility, but emoji are the way forward in the world of
 small, expressive inline images.
