 in 4.4 by actually doing the comment form submission, but when I tested it
 against trunk, I was using the code I had written to simulate the process,
 which didn't trigger those checks.
  @cfinke Since the particular scope of this ticket was resolved with
 #10377 would you be able to open a new ticket or at least modify the title
 and description of this one to accurately match the remaining multibyte
 issues?
