Comment:

 Having links open in a new window/tab is generally discouraged and pretty
 bad for accessibility. This was also discussed here:
 https://make.wordpress.org/core/2016/03/28/the-editor-in-
 wordpress-4-5/#comment-29560.

 In that terms I don't think we will be adding this in core. It can be
 added by a plugin if some users have a valid case for always using it.
