 Per Slack conversation linked above, the goal for 4.5 is to introduce the
 customize-posts framework (which should probably get its own ticket) with
 one UI feature - the ability to create page stubs from nav menus. This
 will likely be title-only, with links to the admin to edit pages once
 they've been created.

 Per the above discussion the UI goal should probably be similar to
 [attachment:34923.possible-ui-input-under-list.PNG]. We'll need to decide
 whether this is applied to all available post types and taxonomies or only
 pages initially.
