 Yeah, perhaps. I don't think every setting change would be captured in a
 transaction. If every setting change resulted in a post revision for a
 transaction post, there could be a ton of revisions created. I think that
 a transaction (#30937) would capture the state for the current session and
 be updated as changes are made. For a history of changes to individual
 settings in a customizer session, I think this should be done in the
 browser memory (compare with TinyMCE history manager).
