Comment:

 There are flags within the media metadata that could be used for some sort
 of visual UI in the media modal/library to indicate that the file is a
 site icon, similarly to what's shown in the list view. Suggest doing the
 same for header images, which have the same thing. Moving to the Media
 component since it seems to be a better place to address this. I wouldn't
 recommend looking down the path of uploading the files to a different
 place or excluding them from the media library.
