 The scope of #34051 could be covered here in the context of devices where
 you're narrower than a reasonable minimum laptop size (although this would
 probably need to be default behavior and could thus introduce complexity).
 However, I'm not sure that forcing horizontal scrollbars on the frontend
 by default is the best idea - that could seem equally broken to triggering
 tablet mode in certain situations depending on the theme. It may be better
 to split that off as separate.
