 This is a follow-up to #31953.

 I have just tested this feature by posting a comment with a straight
 apostrophe in it but WP still converts this to the wrong kind of
 apostrophe (see https://gd.wordpress.org/2014/09/08/4-0-agus-larach-taice-
 ur/#comment-220).

 Given this was 3 months ago, I would have thought this is in core by now
 and released?
