 This patch adds a '''Publish Now''' button to scheduled posts' edit page.

 So users can publish their scheduled posts immediately.

 Before this patch, users must change post's status to ''Draft'' , save and
 then ''Publish'' it.

 This patch created after @lloydbudd 's comment on #8737

 "Closing as invalid for now. Stale, and not enough technical info as to
 the factors.
 Please create a new ticket with technical details if there is a high
 frequency or repro scenario."
