Comment (by Ipstenu):

 "Send a link to the new user by email so they can choose their own
 password." is not really accurate.

 "Send the new user a reset password link" would be more descriptive.
 Though that's possibly implicative of other functionality we should
 have... Still it better reflects what the email is that the user will be
 getting.
