 I'd be inclined to force the toolbar to go back on for those that have
 turned it off, thereby requiring the addition of a plugin to use the non-
 standard (off) behavior. Such a plugin could reinstate the option and use
 existing on/off values, which we shouldn't manipulate when it goes on for
 everyone again.
