Comment:

 Duplicate of #21676.

 We aren't going to alter the existing funcs to take `$data`, but it's
 possible that a new API could be created that takes a template and data.
 The main issue here: all templating languages take a template or template
 name AND data. We are in a weird spot, because we use raw PHP for
 templating.
