 So, based on discussion in this ticket, that template hooks should first
 go in a core-bundled Theme, I submitted a patch for TwentySixteen (to be
 included in 4.4), which was promptly closed, under the justification that
 it belongs first in core:

 So, can we please stop going in circles, and get the template hook
 template tag function definitions blessed as a core addition? I'm happy to
 write the patch and get this going. We just need a decision that doesn't
 involve continually swapping Theme-Core cart and horse.
