 I feel like the MVP fix is to address the original ticket's purpose which
 is to put back the checkbox that emails a user on account creation. The
 discussion above brings up other issues that cause concern but I don't see
 why, in the meantime, we can't replace the original checkbox to opt out of
 new user notification. This has become a major issue in running a
 membership site where users are often created before we wish to notify
 them.
