Comment (by bobbingwide):

 If someone is still using the file, and it contains the standard comment
 for a plugin then wp_get_active_and_valid_plugins() will list it in the
 list of plugins or mu-plugins regardless of the setting of the hack_file
 option.

 If it doesn't have the comments then it won't get listed.

 I can't see that as a problem
