Comment:

 This looks to be related to #22869 but the underlying issue seems to have
 been fixed in #22849. I was able to follow the replication the steps
 mentioned above and instead of silently failing it reports on the side bar
 under the upload progress bar which files failed to upload.

 Closing this one out.
