 Well, you are right that it is probably better to put the hook further up
 in the process.

 The part of the guts of the functions I do think should be ripped out is
 the part that generates the comment information to be placed in the
 notification. This is duplicative between wp_notify_postauthor and
 wp_notify_moderator and would be better served if the same code did both.
 Also...if you note pfefferle's comment, the part you might want to enhance
 the display of.
