 I add an admin user (does not matter any ''temporary'' user) and give them
 the credentials. When complete, I change them to ''no role for this
 site'', but keep the user.

 When I need to give them access again, I change their role back to admin
 or whatever and generate a new password (have been using LastPass, but
 using WP to generate is fine), BUT I do NOT want an email being sent out
 automatically and want to control emails going out as I did before.

 This was the workflow I was using before and what @smerriman was trying to
 explain (I think) that they are no longer able to do without an automated
 email being sent.

 There is no security risk in the way I've been handling this.
