Actually it does not email a reset link. Upon changing a password WP sends
a notification that the password has been changed and does not include a
reset link, just a link to the homepage and admin email.

If you did not change your password, please contact the Site Administrator
at
admin at adminemailaddress.com
This email has been sent to usersemailaddress.com

So the current behavior is not useful to the user whose password you're
changing, as it does not include a reset link or link to the login page.
It would make sense to send a reset link, and have a checkbox to turn off
sending that email, if the admin does not want it sent.
