 Because that's where the bug is, whatever it is.

 A user on the chromium ticket did a bisect and found the problem at a
 specific commit to the Chrome code. That commit was "Enable Slimming Paint
 by default in Chromium and Blink"

 So, disabling the new Slimming Paint code will fix the issue. For now.
 Whatever the bug in Chrome is, it's in Slimming Paint somewhere.
