 I am so sorry @kevinwhoffman, that's my fault for not being precise,
 33504.5.diff is against the 4.3.1 tag so you'll need to check out
 https://develop.svn.wordpress.org/tags/4.3.1

 That patch (33504.5.diff) is for people who would like to test and maybe
 patch it now with the current version (4.3.1).

 33504.4.diff is against trunk and needs someone who knows more than I do
 to look at it because of [34251] from @boonegorges which moves new user
 notification emails to add_action() callbacks.
