 @ZaMoose hello! Do you remember which release of PHP 5.4 you had running
 when you ran into this? Also the charset for the main site and others if
 you have that info.

 Possibly related bugs from the PHP changelog:

 * `html_decode_entity` tries to decode code points that don't exist in
 ISO-8859-1 fixed in 5.4.1 http://bugs.php.net/61374
 * `get_html_translation_table` output incomplete with HTML_ENTITIES and
 ISO-8859-1 in 5.4.12 http://bugs.php.net/64011
