 Looks like we got away with deprecating `wp_title()` in #31078, so we
 might as well introduce a better alternative for `comments_popup_link()`
 too. See also comment:20:ticket:17763.

 Still, [attachment:13651.3.diff] seems worth trying, probably in early
 4.5.
