 My inclination is `embed-template.php` or `wp-embed.php`. Should it be
 renamed, renaming the core template would help for the purposes of
 consistency.

 I am very much +1 on the template being in the template hierarchy from
 4.4. Should it be included, would moving the core default template to the
 `wp-includes/theme-compat/` directory be warranted?
