 Perhaps I'm just applying the patch wrong.

 I've replaced all of my files (minus wp-content) in my local install with
 these files: https://github.com/xwp/wordpress-develop/tree/master/src

 I'm assuming this isn't correct as it's the same result for me.

 That being said, from the look of your video, it's fixed.
