 Just noticed one edge case:
 - Plugins screen
 - select a couple of plugins
 - choose "Delete" from Bulk Actions and press "Apply"
 - you get a confirmation screen
 - press the "Back" button in your browser
 - in the Plugins list you still have the Plugins checboxes selected but
 the Bulk Edit select is disabled
